The only place I know that has a complete list the FAA and it is kept in their computer database. You can ask for a list under the Freedom of Information Act and a list can be generated as of the date of printing. However the list changes everyday as operators come and go.
I would start with your local FSDO and request a meeting with a Inspector (Operations) and they should be able to assist you more with your request and guide you to the Regional Office that can provide additional assistance.
I am sure FAA Security may ask a few questions as will TSA about a person wanting a list of all Part 135 operators. I seriouly don't think they will provide one do the the security risk.
