If you check part 61 it will require you to have a commercial rating for hire. And in part 91 it will require your aircraft to start having 100-hour inspections for hire or instruction. However, if you provide the service for free and not charge for anything then the flights would be considered part 91 for pleasure.
It almost sounds like you want to fly part 135 unscheduled carrying passengers for hire, if this the case you will have to get a Air Operator certificate part 135. For what you want to do it may not be worthwhile.
I would suggest you contact your local FAA FSDO and talk to an operations inspector and discuss what you would like to do.
