I work for the FAA as an inspector and to answer your question all U.S. registered aircraft have to be on an inspection program. The program may require the aircraft to be on a calendar inspection, cycle landings, or time period. It does not matter which program the operator is on it has to be tracked.

In the King Air I have seen as many as three meters to track time such as total time, time from take off to landing and cycle time engine start to shut down.

This may be tracked by a pilot or maintenance depending on the maintenance program the operator is on and what their operation manual calls out how to track it. No matter what program the aircraft is on total time is required to be entered for all inspections such as AD, 200 hour, 500 hour and A. B, C or D check.
