The REQUIRED international language of aviation is English. I flew into Guadeloupe with a friend once and the ATC was speaking in both English and French. What was the fun part was when ATC was rattling in French, called our numbers, rattled more in French and then said, "Clear to land". So, we came in and landed only to find a police escort to the tower to explain ourselves because we caused a French airliner to go around. They took even more offense when we asked why they were speaking French!

I don't know who would be the correct agency to complain to, but if I were you, I wouldn't move. I would start a campaign. The students and ergo the flight school are breaking the law and endangering lives. This needs to be clear. I live in a area where the local language is English, but a very bad variation (similar to a Jamaican accent). However, the local flight school makes it mandatory that they learn (if they don't already) to speak very clearly and slowly so everyone understands. The guy who owns the flight school is a born and raised here local, can turn on the accent whenever he wants, but in the left seat, speaks as clearly as a TV talk show host. He is also the local FAA examiner, and will not pass a student that cannot speak clearly. It is his life at stake too...
