I used to be a mechanic at a local FBO here, and I'd probably be in fully-clenched mode when approaching a 20k C310. I've seen annual inspections run amazingly close to (or sometimes more than) the value of the plane itself.
My advice would be to go ahead and get a good mechanic (don't let the seller pick him) to give it a good going-over before making any offers.
The pre-buy inspection can also be the annual, and you can do any needed work after the inspection anyway, if you choose to make the deal.
