I have a quick question about applying for a ferry permit from a DAR. If the airplane is in flying condition but is not airworthy, does the airplane have to be inspected by an A&P, before it is inspected by the DAR?

How does the process of a DAR issuing a ferry permit usually work. The purpose for the ferry permit is to fly the aircraft from out of the country, and into the U.S to facilitate a sale.
