All Boeing 737-200 aircraft are certificated as transport category and have to meet the certification rule in FAR 125. There are several standards that have to be met for any material to be installed in transport aircraft. Some of the rules in part 125 Subpart D which cover this are:

§ 25.603 Materials.
The suitability and durability of materials used for parts, the failure of which could adversely affect safety, must-
§ 25.609 Protection of structure.
§ 25.785(e) Seats, berths, safety belts, and harnesses.
§ 25.793 Floor surfaces.
§ 25.853 Compartment interiors.
§ 25.855 Cargo or baggage compartments. (This is the main rule)
