There is only two ways to gain experience to apply for the endorsements to take the A&P written tests.
1. Attend a Part 147 aviation school and pass the curriculum.
2. You can obtain the necessary experience and skill by obtaining employment with any facility engaged in the construction, maintenance, and/or alteration of aircraft, powerplants, and/or appliances. The requirement is 18-months for either the airframe or powerplant or 30-months combined for both ratings.
The FAA Form 8610-2 A&P application has to show hands on work experience or graduation from an A&P Part 147 school. From what you explained your bachelor's degree does not meet the hand on experience requirement.
I have lots of information on my web site that will explain this in the mechanic toolbox section. You can find my web site at:
Welcome to StacheAir. You will also find the information on the FAA web site at:
FAA - Home. Or you can contact the San Diego Flight Standard District Office (FSDO) and ask to speak with an “Airworthiness Inspector”.
There is a hyper link to my e-mail on my web site and I would be happy to talk with you about this. Remember the requirements are in FAR 65 Subpart D—Mechanics.
