Post 121.427 Dispatcher Recurrent Training

For dispatcher recurrent training in 121.427(c)(4), are the required programmed hours of instruction cumulative for each category of aircraft. In other words, if an airline operates Group I Recip, Group I Turboprop, and Group II aircraft, would the dispatchers require 38 hours a year of programmed recurrent instruction or could the airline use the highest number for all catetories of aircraft, in this case 20 hours?
