Calculating Required runway landing length for RPT ops with the rule of 1.67??

Hello,

New to this site. Just checking to see if anyone can help me:

Is there some rule that states that turbine jet aircraft, when operated on commercial passenger flights, need to use a factor of 1.67 to calculate the Required landing airfield length (ie Landing distance required as per aircraft Flight manual x 1.67 = Required Landing runway length)?

We are studying the possibility of setting up an air taxi in India with VLJs. And just received news that - No problem when these aircraft operate as "private flights" to the shorter airfields in India. The problem is when operated as "commercial flights", we need to multipy the airplane landing distance x 1.67 to arrive at the "required airfield landing length". And when we do this, it exceeds the available runway lenghts in most short airfields.

Apparently this is some standard RPT (regular public transport) operations rule of 1.67 applicable to all aircraft. I am unaware about this and need to know more. If anyone can help, or lead me to some link on this subject, that would be great...

Required airfield landing length may vary from country to country, but here in the United Stated and Europe airport follow AC 150/5325-4B Runway Length Requirements For Airport Design available at http://www.faa.gov web site under Advisory Circulars (ACs). Or type in the following and it will take you right to the AC that cover your subject.

The AC is in a PDF file if you cannot find it send me a private e-mail and I will forward a copy to you my e-mail.

The regulations do not specifically require that the runway length be equal to or greater than the accelerate-stop distance. Most AFM/POHs publish accelerate-stop distances only as an advisory. It becomes a limitation only when published in the limitations section of the AFM/POH. Experienced multiengine pilots, however, recognize the safety margin of runway lengths in excess of the bare minimum required for normal takeoff. They will insist on runway lengths of at least accelerate-stop distance as a matter of safety and good operating practice.

Here in America the requirement for operators to perform the same requirement was resended a couple of weeks ago.

Would you happen to have a link about the changes in the US Denny? We're building a VLJ for our design project, and we can't fathom how most VLJ's are getting landing distances of advertised landing distances of 2800ft with the 1.66 modifier.

Jayant, Doesn't DGCA provde guidance on this subject. Is hard think that is the better source rather than FAA. I'll be flying with SAJ out of BOM and DEL in a few months. I 've just started to look at the DGCA regs. There seems to been rule for every occaision just like here.
