Talking Teterboro 5 departure procedure question

Take a look at the Teterboro 5 departure procedure for runway 1.
Is it legal stop the climb for a moment at 1500' before turning toward the NDB?
Or does the procedure mandate a constant climb to 2000' ?
The chart shows 1500 with a solid back line under the number. 2000 is shown with a solid black line above and below.
Your input will be welcome.

Teb 5

I've flown out of Teterboro many times on this departure. The way I read the departure off Runway 1, it does not call for a level off at 1500, so I always fly it as a climbing turn passing 1500'MSL.

Whether or not there is any harm or "legal" issues in a momentary level-off is one for the ATC folks. Want to be sure to make the mandatory 2000' altitude until passing the NDB.
