Question Simplified English

Does anyone know if something called “Simplified English” has become popular or it is actually been rejected from industries other than European aerospace companies?

I was looking at the writing manual for this European produced Simplified English and found this is far different from technical writing method that has been used before.
Does anybody know if this has become popular or accepted by the industry world wide or it is just accepted by European nations?
