Ferrying foreign registered aircraft to US

Is a DAR required to issue a ferry permit for an air transport cat aircraft if it is being delivered to the US from a foreign country as for instance Thailand?

To answer your question about DAR's no, however you will be requried to obtain a Special Fligth Authorization (FSA) from the local FSDO. In this case it would be issued by the Honolulu FSDO.

The FSDO is on the airport so I would suggest you contact the FSDO and ask to speak with a Airworthiness Inspector and explain what you want and they can have the FSA ready for pick up when you arrive. It will be good through the United States.

This is a FREE service provided by the FAA and is covered in FAA Order 8130.2 change 3. The order can be found on the FAA web site under orders.

However if the aircraft still has U.S. N-numbers on it no Flight Permit is required.

It the aircraft is registered in a forgein country it will have to be deregistered once it comes into the U.S. and have a 100-hour/annual inspection performed within 30-days to be certified either by a DAR with the proper ratings or an FAA Inspector. Remember DAR's charge for their services and FAA Inspectors or free.

Here in California I work with two DAR's who perform this service in Northern Califorina. Most aircraft flying from the Far East will fly into Hayward Airport (HWD) just south of Oakland and the certification can take place there.
