Best country to build ship in?

Before I get too far into building my airship, I want to find the best overall country to set up business in. I'm not sure if my building materials are going to be coming out of the US or China. I'm building a plastic airship, and once I make the forms and jigs to build one, mass production could follow easily.
As far as I know, you don't need too much of a license to fly an experimental aircraft, but I need to know the rules for other countries. This craft is designed to be a world cruiser, so a knowledge of international rules is going to be necessary. I've had friends hung up in French Polynesia because they did not have the necessary insurance. It would be a real b**ch to have my ship confiscated because of some bureaucratic bull.
