Talking PIC as SAFTY Pilot

Is it legal for a safty pilot to log time as the PIC. eek! I was told this but I would like reference to the FAR to prove this thought.

yes it is legal to log pic as long as the guy is not in actual meaning he must be under the hood. You also must be rated in the aircraft that you are acting as safety pilot. The safety pilot would log the time off the ground (out in time) and the guy under the hood right seat would log the (on off time ) time engine starts till it ends

To log the time as PIC and be the safety pilot you must also ACT as PIC. In other words, you must take responsibility for the safety of the flight. If the person under the hood ACTs as PIC, then you can only log SIC. See FAR 61.51(e)(1)(iii).
