Post aerospace questions

hello there all,

could anyone help me with few questions I have :

-could you mention an emergency situation where flap deflection may be required (apart of
take-off, climb, landing phase)

-could you explain briefly why airworthiness requirements require aircrafts to be
able to operate without flaps , what corrective action must the pilot take in
total flap failure during landing and the implication of such action in safety
and runway design.
