Can anyone point me to any websites having to do with 121 vs. 135 rules and regs. Other than going through the FARs, I'm having a pretty hard time just getting a plain "apples to apples" type comparison. I ideally need Part 91 vs. 135 vs. 121...just thought I'd throw that one in there-

I work for the FAA as an Inspector and if you can find one that works we at the FAA would love to have a copy.
As to my knowledge there is no list, however I do have some cross reference I use at work for part 121 and 135 as there is several differenced in the standards bases on the number of passenger seats and etc. If you would like to contact me directly I can put together a package and send it to you directly. I was just asked today about the differences in interior requirements for Part 91 vs Part 135 operations for VIP aircraft. I would appreciate any feedback anybody has on this.

It doesn't matter if you are Part 91 or 135/121/137. It all depends on the aircraft certification such as CAR-3, Part 23, or Part 25 each one is different. All transport aircraft are Part 25, to find out which certification base you should use check the Type Certificate Data Sheet (TCDS). There is a block on all TCDS's that explain the certification and that will tell you which FAR to use 23 or 25. Part 91 is a operational rule not a certification rule.

Thanks, Denny. I regularly use the cert basis of the aircraft we work on to determine the applicability of the FAR 23 and 25 regs. What I'm talking about here is the possible effect of the operating regs on the interior of the aircraft, such as necessary emergency equipment, aisle widths, flight attendants, etc. I'm not well versed on the operating side for these VIP interiors - normally we just satisfy FAR 23 or 25.

If you meet the part 23 or 25 certification rules, since they refer to part 21 which is called out on the airworthiness certificate with 43 and 91. Meeting 23 and 25 makes the aircraft legal for part 91 in all cases.

It won't change the requirement operating under part 135. However there are different part 135 operators like single pilot no manual to a full part 135, which has a ton of manuals. Different aircraft make a difference also light vs. heavy. The certification basic of the aircraft will still have to meet the requirements of CAR or part 23 or 25.

Part 135 is the way to go and the aircraft you are talking about is a part 25 certification basic. Cargo aircraft are a little different when it comes to certifcation such as with floor loading, tie down, and etc. Part 25 has the requirements for this. I havent' work with the cargo guy's for a while and it would take some time to spool back up.
I would suggest contacting your local FSDO and sitting down with them and discuss your options and type of aircraft you want to use. The FSDO guy's will provide you with some guidance material on the cargo stuff. There has been some changes with cargo aircraft and I am just not up to speed to dicusss it, sorry. Denny |
